Yes to both. The VUE 50K base is a reusable 900 mAh battery that recharges over USB-C and in turn recharges the pod, which has its own built-in 420 mAh cell but no USB port of its own. Pods detach with a click: pull the old pod straight up and snap any of the 20 replacement-pod flavors onto the same base. Pods come pre-filled and cannot be refilled with e-liquid.
